Rosa-Luxemburg-Stiftung Vietnam (RLS) started cooperating with the Vietnamese NGO in 2012. iSEE is advocating fort he rights of ethnic and social minorities, such as lesbians, gays, bi-sexuals and transgender (LGBT). Although LGBT do not suffer from official illegalisation in Vietnam, they are still vulnerable to impacts of discrimination (social and family disrespect, poverty, difficulties in accessing the labour market and education, violence, inequal treatment by authorities etc.). The Vietnamese society is still dominated by mainly patriarchal concepts and LGBT often find themselves being stigmatized. This is even worse for transgender. Their living conditions can be regarded as extremely marginalized in many cases. The perception and practices of society, but also of authorities, are often driven by a lack of knowledge, misleading information and stigmatizing discourses. The report from iSEE creates for the first time an opportunity to access a broader picture of the transgender community in Vietnam. The report offers recommendation for legal reforms and how to address the need for changing the public awareness.
